[Projectleiding] [Content] Expenses for speakers

Hi, some of the speakers requesting support specifically state not having
any money as being the reason they need the support. I would agree with
Hugh that it doesn't seem to make sense to have speakers we decide to give
a ticket to pay for the ticket and then reimbursing them at the event as
it's not a direct expense. Other costs I would rather pay after in case of
no-show
